Four sets of three can be either three identical tiles or three consecutive ones. These consecutive ones must be from the same suit: 条, 饼, or 万. For example, 一条二条三条 is one set.
四饼五饼六饼 is one set.
It can also be 七万八万九万 and so on.
You can see that each tile belongs to one category and can only form a set with the tiles in the same category. So 一条，二饼，三万 CAN NOT be a set because these three tiles are from three different categories. Like we mentioned last time, the tiles 东，西，南，北，中，发， and 白 are separate tiles, so they can only be a set with precisely the same tiles. For example, three 东 tiles are one set. The same applies to other tiles in this group.
